Notice of Race

For the

Open Class Championship 2017

of the 2.4mR-class

organized by WSV Giesbeek

under the auspices of the Royal Netherlands Watersport Association (RNWA)

from September 8th to September 10th (inclusive) 2017

location: Rhederlaag, Giesbeek, The Netherlands





  1. RULES


1.1*      The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).

 1.2*      The ‘Rules for Championships Sailing, Windsurfing and Kiteboarding’ of the RNWA will apply.


1.3       Racing rule(s) 35, 62.1(a), 62.2, 65.2, 66, A4 en A5 will be changed.

1.4       The  2.4 mR class rules will apply (Available on the World Sailing website The attention of the participants is asked for A12 ‘Validity’, section B ‘Certification’ en section C ‘Conditions for Racing’ of these class rules.)

1.5       If there is a conflict between languages the English text will take precedence.

1.6       Every person on board who has its domicile in the Netherlands shall have the required license.


2          ADVERTISING


3.1       The championship is open for all boats in the 2.4mR Class.

Every competitor must be a member of the Dutch National 2.4mR Class or of the International 2.4mR Class Association

Every competitor who is domiciled in the Netherlands shall have the appropriate license issued by the Watersportverbond.

3.2        Eligible boats can enter before September 1, 2017 by filling out the form on . By entering a competitor agrees he will be subject to the Racing Rules of Sailing and the other regulations and instructions that will apply to the Class Championship. The entry is final only after the entry fee is paid. When possible by iDeal, by selecting the payment button on the named URL. Mainly for competitors not living in the Netherlands payment is also possible by wire transfer to IBAN:

NL69ABNA0489216005 of WSV Giesbeek at Giesbeek, the Netherlands, or by cash at registration at the race office.

3.3        Thirty entrees for the Championship will be accepted. When this number is reached the OA can, after consulting the Dutch National 2.4mR Class, accept some more entrees. Participation in 2.4mR Class races over the year leading up to the Championship by the competitor and his results in those races can be a discriminantal factors for accepting the entrees over the thirtieth.


4          FEES

4.1       The entry fee for the Championship is €50,- per competitor and must be paid by bank before or cash during the registration for the event.

If a competitor fails do the payment in time his entry will be considered to be non existent. 

The entry fee includes the launching and lifting of the boat in and out of the water, the harbour fee, and the welcome dinner and the social program.

4.2       Those, not sailing the races, who want to participate in the social program and welcome dinner shall say so at the regatta office and pay a €30,- fee.


5          SPARE



6.1        Arrival, registration en skippers briefing

The premises of the WSV Giesbeek will be open for competitors from Tuesday September 7th at 10:00 am.

Registration:                 Friday September 8th from 9:00 am

Skippers briefing:          same day starting at 10:15 am

6.2       Equipment and measurement checks:

All boats must be available for equipment and measurement checks at all times during the event except during the races.

6.4       No more than 4 races per day will be sailed.  Target time for each race is 40 minutes

6.5       On the last day of the regatta no warning signal will be made after 14:00 hour.

7*         MEASUREMENT

All boat shall comply with the Class Design rules (available from the ISAF website’ attention is drawn to A12 – “Validity”, Section B – “Certification”, and Section C – “Conditions for Racing”, of the Class Rules



The Sailing Instructions will be available in print at registration at the regatta office and as pdf-document on from  June 2017 till the end of the event.


9           VENUE

9.1       The regatta office is located in the building ‘Lijzijde’ on the premises of WSV Giesbeek, Havenweg 4, 6987 EP   Giesbeek, telephone +31 313-631434.

9.2       Addendum  A shows the location of the harbour and the racing area.


10        THE COURSE

The course to be sailed will be windward/leeward, including a windward spacer mark and a leeward gate, and a finish downwind to the downwind gate.



            There will be no International Jury


12        SCOREN

12.1      Four races are required to be completed to constitute a series..

12.2     (a)    When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.

(b)   When 5, 6, 7 or 8 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

(c)    When 9,10, 11 or 12  races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores



13.1      Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment.

13.2      Support boats shall be marked by dispaying  flag H


14        MOORING

Boats shall be moored in the harbour at the place assigned to them by the harbour master.



Keel boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.



Underwater breathing apparatus and plas­tic pools or their equivalent shall not be used around keelboats between the pre­paratory signal of the first race and the end of the regatta.



Except in an emergency, a  boat that is racing shall not  make voice or data  trans­missions  and shall not  receive voice or data communication that is not available to all boats.


18*       PRIZES

Helmsman of the winning boat of the championship acquire the title "Class Champion"  and  acquires the Red Pennant of the RNWA.

Other prizes will be given as follows:

  • The helmsmen of the 1st, 2d and 3d boat in the total score of the championship receive a prize given by the Dutch 2.4mR Class Association.
  • The helmsmen of the 4th and 5th boat will be given a prize by WSV Giesbeek like they would receive on regular regattas organized the club.



Competitors participate in the regatta entirely at their own risk. See RRS  4,.Deci­sion to Race. The organizing author­ity will not accept any liability for material dam­age or personal injury or death sustained in conjunction with or prior to, during, or after the regatta


20        INSURANCE

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of Euro 1.500.000 per event or the equivalent.




Competitors automatically grant to the organising authority without payment the right in perpetuity to make, use and show any motion pictures, still pictures and live, taped or filmed television of or relating to the event.

21.2        RISK STATEMENT

Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.”

Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:

21.2.1     They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;

21.2.2     They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;

21.2.3     They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;

21.2.4     Their boat is in good order, equipped to sail in the event and they are fit to participate;

21.2.5     The provision of a race management team, patrol boats, if any, and other officials and volunteers by the event organiser does not relieve them of their own responsibilities;

21.2.6     The provision of patrol boat cover if any is limited to such assistance, particularly in extreme weather conditions, as can practically be provided in the circumstances; and

21.2.7     They are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew


21.3        Sociaal Programma en praktische informatie

21.3.1     Social Program               

              Friday September 8th         ASAP after the races  Happy hour, serving beer / bitterballen

                                                       19.00 - Welcome dinner

              Saturday September 9th     ASAP after the races  Happy hour, serving beer / bitterballen

All day, for the non sailing partners ,making a trip to the Dutch Free Air Museum or the Arnhem Zoo ( Possible for a group of 10 or more)

Sunday September 10th     ASAP after the races  Prizegiving and festive honouring of the champion.

21.3.2     Trailers and carparking

Participants shall observe instructions by the harbour master about parking trailers and cars and the use of the slipway.

21.3.3     Camping 

During the regatta a limited group of participants that have requested it in the e-mail of their entry to the championship, or at their registration at the regatta office, may put a tent, caravan or camper on the lawn behind the buildings ‘Ruumzicht’and ‘Lijzijde’ or use a bed in the last named building. Request will be granted in order of receipt until the lawn will be reasonably fully occupied to the judgement of the race committee. Camping is free of charge.

              Harbourfee for the participating boats is included in the fee for the championship

Harbourfee for other boats (family boats, coach boats etc) is the normal harbourfee for visiting boats at WSV Giesbeek
